Guv sends back two bills to Modi government

The standoff between Gujarat governor Dr Kamla and the state government seems to be getting more serious. After the Lokayukta episode, the governor has this time returned two bills which were passed by the Modi government in the Budget session.

The two bills are Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) (Amendment) Bill, 2012, and the Institute of Infrastructure, Technology, Research and Management (IITRM) Bill, 2012.

Sending back the bills, Governor has asked the state government for greater deliberation on certain 'controversial' provisions contained in the bills. The ‘controversial’ provisions in the bill are understood to be points which were raised by the Congress during the discussion on these bills in assembly.

The Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) (Amendment) Bill, 2012, gives private universities a free hand in deciding their fee structure. The bill also allows private universities and institutes that do not receive any state grant to admit students from outside the state without any quota for Gujarat board pass-outs. It is said that both these points have been flagged by the Governor.

The second bill, to be known as the IITRM bill, seeks to set up a university at Maninagar. The bill was opposed by the Congress in the assembly on the ground that it eliminates the role of Governor, who is ex-officio chancellor of all universities in the state. Congress had also alleged that the bill was not drafted as per UGC norms.
