Lawyers on two day strike to protest HER

More than 15000 lawyers from across the state are on a two day strike from today to protest the Higher Education and Research Bill, 2011 (HER). The nationwide two day strike has been called by the Bar Council of India (BCI).
Lawyer of the Gujarat High Court and other lower courts did not attend the court today to protest against the bill. The Gujarat chapter of the BCI, along with district and state-level associations has given full support to the strike.
The BCI has claimed that through the Higher Education and Research Bill, 2011 (HER), the government wants to take control over legal education in the country. The bill aims to bring legal education under the ambit of the Human Resources Development ministry through the establishment the National Commission on Higher Education and Research (NCHER), an overarching regulatory body for university education including vocational, technical, professional and medical education.
At present as per the Advocates Act 1961, the BCI and the state councils have the power to regulate legal education in the country.
