HC trims down Modi’s convoy

Finally, there are some signs of relief for commuters who are regularly harassed by traffic blockages due to VVIP convoys throwing daily life and traffic out of gear.

The bench of Chief Justice Bhaskar Bhattacharya and Justice J B Pardiwala has asked the state government to come up with a notification to implement its recommendations regarding convoy of Gujarat Chief Minister Narendra Modi. A PIL was filed in the HC after a couple of patients died before they could reach hospitals as the ambulances were stuck due movement of the CM’s convoy. The HC had asked the committee to suggest how the people’s problems could be minimized without compromising the CM’s security. 

The Gujarat high court accepted the committee’s 10 recommendations which are focused on regulating traffic movement and minimize trouble for commoners, especially when convoys of Gujarat chief minister and other VVIPs pass through. 

The committee has suggested that traffic on the roads concerned should not be halted for more than 3 minutes and the police must facilitate passage to vehicles of emergency services. Apart from this, only one lane need be closed to allow the convoy to pass.

The recommendations are as only one lane be closed for the motorcade wherever there is a verge and railing between the two lanes , traffic should be stopped only when the warning car passes and released immediately after last vehicle of the convoy passes the traffic point. The time of stoppage should not be more than three minutes, pedestrians should not be told to freeze or face the other side when the motorcade is passing. They should be allowed to go about their normal business, except for crossing the road .

The committee has also suggested that local police should be deployed to divert traffic to alternative routes, if available, instead of stopping traffic, the convoy should have a tail car, with the words ‘tail car’ displayed on it, to help resumption of traffic, police should be briefed to be more polite and courteous with the public, especially when they are restive about being stopped for VVIP movement.

At intersections, a small space should be left open with the help of barricades to allowing passage of emergency vehicles under a PSI’s charge.  Ambulance, fire and disaster related movements or any other emergency vehicles can be allowed to move on the convoy route after proper authentication.
